Obligation of cashless payment form
Od 1. marca 2026 bude mať každý obchodník zákonnú povinnosť umožniť zákazníkom zaplatiť aj bezhotovostne – buď platobnou kartou, alebo prostredníctvom QR kódu.
It is a step by the state towards a more modern, faster, and more transparent method of payment. For entrepreneurs, it means the need to implementan accessible cashless payment solution,which ideally does not burden operations with high costs and is intuitive for both merchants and customers.

Stages of launching QR payments in Slovakia
A new form of cashless payment via QR code is being gradually introduced in Slovakia, allowing merchants and customers enough time to familiarize themselves with the process and prepare their operations. The project is being carried out in several phases – from a closed pilot, through public testing, to full production operation.

Yes, but only after the new law on the registration of sales comes into effect, with an expected date of March 1, 2026. After this date, the entrepreneur must offer you the option to pay cashless, either by credit card or mobile banking (preferably by scanning a QR code).
In this case, they may request payment by another payment method, such as cash. In case of abuse, entrepreneurs will be sanctioned.
You will pay again by credit card, if possible, or in cash, and the entrepreneur will issue you a fiscal document from the cash register or you will not take the goods or services. The entrepreneur is obliged to issue you a confirmation (non-fiscal document) that the payment for the QR code was not reported to the cash register. Within the framework of the complaint procedure, you have the right to request a refund. If the entrepreneur has not refunded the payment back to you in the meantime.
The deadline for refunding the payment is governed by applicable legislation. The entrepreneur must handle the complaint within 30 days from its submission.

If you have access to your bank account via the internet or mobile banking as an entrepreneur and seller in one person, you can check the received payment yourself and deliver the goods or services (with subsequent issuance of a receipt from the cash register). You just need to generate a static QR code in the store.
Then you can, for example, set up access to your bank account with read-only rights and give this access to the staff, so they can deliver the goods or services only when they see the payment in the account. You will print your QR code in the store, which will encode the payment instructions with a zero price, since the buyer must enter the amount into the payment order of internet banking themselves.
Contact the manufacturer of the cash register and order a configuration for payment via QR code. Go to the bank and set up a notification service from your business account. Test with a cent payment, and if everything goes well, you can start offering QR code payments to your customers.

Certainly, a better solution is the integration of the payment method into the cash register, both from the perspective of daily revenue closures and subsequent accounting of revenues according to payment methods (cash, credit cards, QR payments, others).
If the notification does not arrive within more than 90 seconds from the moment the customer confirmed the payment on their mobile, the staff needs to cancel the initiated payment process and request a refund. The staff will print this for the buyer and hand over additional copies to the entrepreneur or another department, e.g., the complaints department or customer service, where they will verify the received payment through internet banking and refund the payment back to the buyer. At the same time, the customer will decide whether to pay by another method or return the goods and wait for the refund. The proposed solution can be seen, for example, on the cash register simulator.

Every information system can fail and will certainly fail at some point. In QR payments, there are several points of failure. The cash register itself can "freeze", there may be a temporary internet outage at the moment of delivering the payment notification, temporary fluctuations in network connectivity between information systems, etc. In some cases, it will be very difficult to determine the cause of the undelivered notification, however, we believe that these cases will be minimal as the systems on the side of banks and financial administration as well as cash systems are becoming more reliable every day. In these cases, it is important for buyers to be clearly informed of their rights and assured that their payment will be refunded as soon as possible.
QR payments will be thoroughly tested for performance and stability before production launch. A reputable security firm will conduct penetration tests for security. QR payments utilize the most modern systems and protocols (Fault-tolerant Kubernetes, MQTT protocol, PKI Certificates, Robust proxy servers....) that are currently available. At the same time, by providing payments with notifications to the cash register, the entrepreneur will save a significant amount of financial resources. Time and practice will show the so-called risk/reward ratio of using this payment method.
The financial administration will closely cooperate with banks and cash system manufacturers in investigating the causes of undeliveries. These incidents will be reported either by banks or cash manufacturers through agreed channels.
Correct. Each QR payment will appear on the bank account statement on a separate line. It will be possible to aggregate them in Excel, for example, by the string "QR-%" and account for them this way. An ideal solution, if supported by the bank, is to create a sub-account to the main bank account and designate it as a notification account, only recording QR payment settlements on this account.
